That report reads like it owes more to the EU’s diplomatic positions than anything actually involving piracy.
It’s a Bi-annual report both the US and EU release (the report is almost a 1-1 with the US one releases a few weeks ago) that simply lists and acknowledges some facts. No action will come from it (the reports have been released for decades without action).
This isn’t about enforcement. Misleading title.
