Tor Browser without Tor is hardened Firefox. So maybe something like Librewolf?
Using Tor browser without Tor will make it easier to fingerprinting since websites can detect the highly unusual Tor fingerprint plus residential IP combo.
But why would you want to have a Tor fingerprint without the Tor network ?
